Frank Alan Herch, Legal Reference Consultant, American Law Librarian, was just recently selected as Top Law Librarian of the Year for 2019, by the International Association of Top Professionals (IAOTP), for his outstanding dedication and commitment to the Legal field.

While inclusion with the International Association of Top Professionals is an honor in itself, only a few members in each discipline are chosen for this distinction. These special honorees are distinguished based on their professional accomplishments, academic achievements, leadership abilities, longevity in the field, other affiliations and contributions to their communities.  All honorees are invited to attend the IAOTP’s annual award gala at the end of this year for a night to honor their achievements. www.iaotp.com/award-gala

With over 4 decades of professional experience in multiple and overlapping careers in the legal arena, Mr. Herch has certainly proven himself as an accomplished professional and expert in the field. As a dynamic results-driven leader, Mr. Herch has demonstrated success not only as a Law Librarian, but also as a trial attorney, paralegal, faculty member in numerous law schools, and a public librarian. His impressive repertoire of prior positions have included Reference Librarian with the Alameda County Law Library, Assistant Law Librarian and Director of Public Services at Georgetown University Law Center, worked in the family law firm, Blackwell, Herch and Herch; Manager for City Hall-based Cityline Information Service, Manager for the City Center Bookstop at the Oakland Public Library, Director of the Clark County Law Library in Las Vegas, and Associate Director for Public Services with the San Diego County Public Law Library. Mr. Herch found success as a lecturer in the varied law and government documents related curriculums at Georgetown University, San Jose State University, the University of San Diego, the University of Nevada, the Saint Mary’s College, Lone Mountain College and the John F. Kennedy University School of Law. Mr. Herch also held additional executive management roles in order to manage the law libraries for the Department of the Interior, the Federal Communications Commission, the Federal Energy Regulatory Commission, the Department of Commerce, Law Library of Congress and the United States Department of Commerce.  He even managed collection development and an annual budget of $14 million dollars for the NASA Goddard Space Center.

As a law librarian, Mr. Herch has been a major proponent and pioneer of proposing ways to provide legal information to the public, managing Federal grants and providing advocacy that has provided law librarians a platform and strategies to serve pro per litigants without violating local bar association rules and laws about the unlawful practice of law. His contribution to providing legal information to the public as a law librarian featured his design and participation in many panel discussions for the AALL at regional conferences and at the annual conference.

On December 31, 2008, Frank relocated to Israel, maintaining a contractual relationship with the Law Library of Congress until 2012. Between 2009 and 2015, he was associated with GreenPoint Global Services in Jerusalem, Israel. There he began work with a talented group of attorneys from Ireland, Scotland and the states, whom he worked with to create an international database regarding business record retention requirements for Fontis International. That database has been managed by Iron Mountain, the world wide storage company, since October 2014. In January 2015, Frank relocated to Denver, CO, to become the Senior Legal Content and Research Advisor for Iron Mountain, Information Governance & Digital Solutions. Today that international database contains over 106 jurisdictions with sub-jurisdictions for states and provinces and over 80,000 citations based upon record retention statutes, regulations, decrees, orders and self-regulatory organization rules as adopted by reference in the respective jurisdictions. This database contains more jurisdictions than either Westlaw and LEXIS because native language lawyers input the metadata. 

Mr. Herch earned his Bachelor of Arts in both Sociology and History from the University of California Davis in 1971.  Subsequently, he graduated with a Masters in Library Science from the University of California Berkeley in 1972. Mr. Herch concluded his academic pursuits with a Doctor of Jurisprudence from the University of California Davis in 1975.Mr. Herch is certified as a Law Librarian by the American Association of Law Libraries and has been admitted to practice law by the State Bar of California and before the United States District Court for the Northern District of California in 1981.

Throughout his illustrious career, Mr. Herch has been active in his community and recognized worldwide for his outstanding leadership and commitment to the legal profession. He has received many awards, accolades’ and has been featured in numerous publications and magazines. For 2019 he is being considered for a feature in TIP (Top Industry Professionals) Magazine and for the Lifetime Achievement Award by the International Association of Top Professionals (IAOTP).For his selection as Top Law Librarian of the Year by IAOTP, he will be honored at the Bellagio Hotel in Las Vegas.Also for 2019, he received the Nelson Marquis Lifetime Achievement Award from Marquis Who’s Who. He received Employee of the Month by GreenPoint Gloal Services; Certificate of Leadership from the National University in Oakland, California; and has been included in multiple editions of Who’s Who in America, Who’s Who in American Law, Who’s Who in the West, Who’s Who in the World, and Who’s Who of Emerging Leaders in America.  Clark County Law Library in Las Vegas was awarded the Pro Bono Service Award by the Nevada State Bar Association at the end of Mr. Herch’s 10 year tenure as its Director. This was the first such award received by a public law library and perhaps the only one. 

Aside from his successful career, Mr. Herch is also a sought after, lecturer, public speaker and published author.  Mr. Herch has authored two texts on legal research for an audience of paralegals in California, and has authored several articles in the Nevada Lawyer, AALL Spectrum and other publications for attorneys and law librarians.  For 2020 he is working on his auto biography, “Angel Baby” and a pop culture novel called “Is Zat You, Elvis.” He remains very active serving his community as a member of the Steering Committee of Second Start, the Adult Literacy Program of the Oakland Public Library, is a member of the Executive Board of the Jazz Society of Las Vegas, he was a delegate and chairman for the Regional Meeting and Key Issues Forum, of the Governor’s Conference on the Future of Libraries. Mr. Herch also served as the Chair/President of several Special Interest Sections and Chapters of the AALL.

Looking back, Mr. Herch attributes his success to his experience, mentors he has had along the way and staying true to his passion for the law.  Mr. Herch says he has been blessed, he loves doing what he is doing, and feels this is just the beginning. When not working he enjoys singing, attending jazz performances, acting, and playing his 3 electric/hollow body basses and organ. For the future, Mr. Herch hopes to continue to make a difference in people’s lives anyway that he can.
