ORLAND PARK, IL - 05/26/2016 (PRESS RELEASE JET)

The Horton Group, one of the largest privately held insurance brokerage firms in the United States, announces the expansion of its Municipal Practice Group to serve the public sector nationwide. The newest division comprises seasoned sales and service professionals committed to helping clients in the public sector with complex needs and limited resources achieve a higher level of performance.

Two notable recent hires include Les Peach and Kelley Foxx. Peach joined Horton as Sales Executive of Risk Advisory Solutions in October 2014, bringing more than 38 years of insurance and public entity experience. Prior to his current position, Peach gained expertise serving municipal clients in 18 states at companies like Boyle, Flagg & Seaman Insurance, Arthur J. Gallagher, Aon, PENCO, Marsh and Farmers Insurance.

Foxx joined the Horton team as Sales Executive of Risk Advisory Solutions in February 2016. Foxx offers 15 years of expertise as an insurance professional, previously working for such notable companies as Travelers, SUA Insurance Company, Taygo.Com Inc., The Hartford and Progressive Insurance.

Horton has served the public sector for two decades and today represents hundreds of counties, cities, villages and other public entities in Illinois, Wisconsin and Indiana. Through the years, Horton has made a number of acquisitions of agencies with a strong presence in the public sector — most recently, Health Care Systems Consultants in Waukesha, Wisconsin, and certain assets of the retail operations of BF&S Insurance in Illinois and Michigan.

“With our continued growth in this market and the emerging needs of municipalities, the time was right for Horton to establish a specialized practice devoted to their unique needs and draws on our years of experience,” said Dan Horton, vice president of The Horton Group. “Our firm has a deep understanding and appreciation of how the public sector operates and the trends that are impacting municipalities and the communities they serve.”

Now, more than ever, the public sector faces a number of challenges: limited budgets, collective bargaining agreements, long-term employee relationships, multiple plan designs, sizeable retiree populations (pre- and post-65), and fast-changing generational and cultural needs are just some of the obstacles they face. Public sector leaders grapple with difficult decisions that not only serve the best interests of their communities today and into the future, but are also cost-effective and sustainable. “In our experience, the vast majority of public sector leaders are extremely sophisticated business people, who are passionate about addressing the challenges outlined above and who are committed to making the lives of their employees and community members better,” Horton said. “We believe this audience demands an agency that builds an infrastructure from the ground-up with solutions specifically for the insurance and employee benefit challenges that municipalities face.”
