According to the Los Angeles TImes 12 November 2016 edition, an official ban on single use plastic bags was enacted for all of California following a trend by city governments of California and other progressive states.  This is in response to research that showed 15 billion single use bags being given out to California consumers in one year many of which ended up in the sea and harmed marine life.
